Are there any Palestinian Civilians?

So, I will preface this post with this: I do not fully understand what is going on with Palestine and Isreal. I do not know much about Hamas.

That being said, I will apply a logic to the Hamas situation. Apparently, the Hamas won the election by a clear majority. It was a popular revolution through the polls. The people who voted for Hamas knows that Hamas endorses (and more) terroristic actions. In fact, one Hamas elected official is a mother of three suicide bombers who has appeared in training videos. Knowing this, the people of Palestine voted for Hamas as its government and individually adopted the terroristic regime as their own. Essentially, the people of Palestine have voted for a regime that endorses the killing of "innocents" for their war. The people of Palestine have knowingly enabled further killings. Can they then wash their hands of the government and claim they are themselves innocents and merely civilians? I would think not. Thus, what would otherwise be a slaughter of innocents would be battle against a nation of terrorist should any country attack Palestine. Will it happen, probably not. But I do think that the line between terrorist and civilian has been blurred and that it would be improper to simply give the nation of Palestine a free pass should it come to war. Each home might be a terrorist cel under such a construction. While I am comfortable with such a thought, I somehow doubt the people of Palestine would agree.
